Value Stream Management (VSM) is a business technique that focuses on how an organization's software life cycle (SDLC) delivers value to its customers. Value streams are the set of steps an organization takes to deliver value to its customers, from the initial request to the final delivery of business value. The goal is to view the SDLC from the customer's perspective.
Stream metrics measure how much value is delivered to the customer through product value streams. It also measures the time it takes to deliver value while identifying any bottlenecks in the end-to-end SDLC.
There are two dashboard templates for monitoring flow metrics:

A work item is a unit of work that delivers value to the customer when released. This dashboard shows the following six stream metrics for value stream management analysis:
Efficiency: The number of work items completed in the specified time period
Job profile: The proportion of each type of work item completed in a specified period
Grace period: Time from work item creation to completion
cycle time: The time elapsed from the start of the task to its completion
work in progress– The number of work items that have been started and are still active or pending
flow efficiency: The relationship between the time that work items are active and their total cycle time
You can filter the entire board by projects, specific date range, and Jira issue tags.
Metric Flow Settings
Before using the dashboard, set up your flow metrics so that your Jira issue types map to the flow metrics work items you've defined for your business process. By assigning Jira case types to work items, you can see the outcome of the SDLC process for the value delivered to customers.
Work item flow to match Jira issue types
Four different work items can be set on the board. The default names for each work item areWay,Wada,technical debt, MEInside. These names can be changed at any time by selecting the work item box, entering a new name, and then selectingModernize.
Each work item is assigned to a unique set of Jira issue types. Once again, the board has default assignments, but you can change them at any time.

Assign Jira release statuses to "In Progress" and "Done" statuses for workflow work items.
State mapping in progress: Select the Jira issue statuses that you classify as ongoing for a workflow work item. The case statuses available in the dropdown menu are in the In Progress status category for Jira cases.

Active states (for transmission capacity): Select the Jira release statuses to be considered active when the job starts. Active states are a subset of the states selected in the Work Item Flow for Progress Status Assignment section above. Flow throughput measures the time spent actively working on a work item relative to the total cycle time.
